Rezoning at Smallhouse, Cave Mill to be discussed

Rezoning about 11 acres of land at the intersection of Smallhouse and Cave Mill roads for an assisted living facility is among the proposals that will be discussed tonight at the Planning and Zoning Commission meeting.

City commissioners last year turned down a proposal for a residential development on part of that site - a plan that evoked heavy opposition from neighbors.

The new proposal - filed by Gary Keckley of Goodworks Unlimited, LLC, Lee Coleman and Joann Coleman and Foundation Christian Academy - brings a lot of details to the table, and the discussion will be interesting because of the zoning location, said Marshall Robinson, long range planner with the planning commission.

The proposed facility’s developers are seeking a zoning change from single-family residential to planned unit development.

The plan proposes a total of no more than 120 units - 60 “dwelling units” of no more than 50,000 square feet total and 60 “independent villa living units” of no more than 90,000 square feet total.

Items of concern include the facility’s location at the busy intersection of Cave Mill and Smallhouse, access to the site, compatibility with surrounding properties, adequate buffering and landscaping and lighting and signage, according to the staff report.

In 2007, Lee Coleman proposed a residential project in the same area, but it was rejected after about 100 people attended the city commission meeting and protested. At the time, residents of Edward Drive opposed the plan because of its density and traffic concerns.

Other proposals that will be reviewed tonight include an application from the city of Bowling Green to close an unused portion of Turner Court located off Russellville Road. The site is at the former entrance to the Russellville Road Industrial Park.

The city says that section is no longer needed because Turner Court has been realigned and built in a new location, the staff review said.

Danijel and Manuela Juric filed an application to rezone and subdivide about five acres of property along Bristow Road and D.F. Petty Road from agriculture to residential estate to create two single-family residential building lots.

The meeting is at 7 p.m. at Bowling Green City Hall.
