Judge: Deputy violated man's rights in arrest

A federal judge ruled Tuesday that former Barren County Sheriff’s Deputy Adam Minor violated Billy Stinnett’s constitutional rights by using excessive force against Stinnett after arresting him.

The ruling from Chief Judge Joseph McKinley in U.S. District Court for Western Kentucky is the latest filing in Stinnett’s ongoing legal battle against former Barren County Sheriff Chris Eaton and other officials.
