MORGANTOWN  Elmer J. Phelps, 82, of Morgantown died June 15, 2002, at The Medical Center at Bowling Green.The Butler County native was a retired mechanic and a World War II Army veteran. He was a son of the late Roscoe and Velma Phelps and the longtime companion of Elizabeth Liner of Morgantown, who survives. He was preceded in death by a son, Vendell Phelps.Funeral will be at 1 p.m. today at Smith Funeral Home with burial in Jimmy Smith Cemetery.Other survivors include two daughters, Dean Brooks and Dorothy Henderson, both of Bowling Green; a son, Jimmy Phelps of Morgantown; two sisters, Joyce Neighbors and Doyce Cornett, both of Morgantown; two brothers, the Rev. Charles Pete Phelps of Morgantown and John Phelps of Fairfax, Va.; 11 grandchildren; 18 great-grandchildren; and four great-great-grandchildren.
