A Logan County teenager accused of sharing child pornography online pleaded guilty Tuesday to two federal crimes.

Zachary Stogner, 18, of Russellville, pleaded guilty in U.S. District Court to transportation of child pornography and possession of child pornography. He entered his plea without an agreement in place and could be sentenced to up to 30 years in prison.

Stogner came under investigation by the U.S. Department of Homeland Security on July 9 when a Phoenix-based undercover agent accessed a chat room on an unidentified web platform known to investigators to contain images of child sexual exploitation.

The undercover agent observed a user holding a cellphone up to a webcam, enabling him to show video of child pornography to other users online, according to a criminal complaint filed in September by Homeland Security Special Agent Theodore Curtis.

The video documented by investigators during the July 9 session included footage of an infant being sexually exploited, the criminal complaint said.

“Additional videos of the sexual assault and rape of infants were also distributed by (Stogner) through (the online application),” Curtis said in the criminal complaint.

Stogner is also alleged to have livestreamed himself masturbating during the session, and his face appeared on camera, enabling law enforcement to eventually identify him.

Federal investigators obtained a subpoena for Internet Protocol logs for the July 9 session for the user who shared the child pornography and determined that the IP address associated with the account that shared the pornography was issued to a subscriber at a Russellville address where Stogner lived.

Law enforcement confirmed Stogner’s identity by comparing the image from the livestream to his driver’s license picture.

After pleading guilty Tuesday, Stogner was taken into custody pending his sentencing May 7 by U.S. Chief District Judge Greg Stivers.
